Register a domestic stock corporation or a One Person Corporation with the SEC through the eSPARC / OneSEC portal (a single incorporator is allowed and there is no general minimum capital under RA 11232), then complete BIR registration, the LGU Mayor's Permit and SSS/PhilHealth/Pag-IBIG employer registration; a foreign company can instead open a branch under an SEC Licence to Do Business. Corporate income tax is 25% (20% for a small domestic corporation) with a 2% minimum corporate income tax, and VAT is 12% above a PHP 3,000,000 threshold. English is an official working language and is sufficient throughout.
