Form an International Business Company with the FSA Registry through a mandatory FSA-licensed registered agent: one shareholder and one director (which may be the same non-resident person), corporate directors permitted, no bearer shares, US$130 to register and a flat US$140 a year thereafter (fees are published by the FSA in USD; the client settles the local SCR equivalent). Seychelles taxes territorially — since 1 January 2019 an IBC is taxable only on Seychelles-source income, foreign-source income is exempt, and an IBC with no Seychelles-source income has no business-tax return to file, so there is no worldwide corporate-tax charge to plan around. The ongoing burden is register and record keeping rather than filing: a beneficial-ownership register held by the agent and reported to the central FIU database, accounting records kept in Seychelles with a financial summary and biannual lodging where the records are held abroad, and economic substance where a CSL or Seychelles-source or IP income is involved. A CSL (US$200 application, US$1,000 a year) buys treaty access at the cost of substance and audited accounts. Foundations, Limited Partnerships and International Trusts are registered on the same FSA schedule. English is an official language and is the language of company law, the courts and the FSA.
