Phase 1 (Generation) has applied to all VAT-registered persons since 4 December 2021, and Phase 2 (Integration/Clearance) requires real-time integration with ZATCA's Fatoora platform, rolled out in revenue waves that began above SAR 3 billion from 1 January 2023 and have fallen by 2026 to roughly SAR 750,000 and SAR 375,000, making integrated e-invoicing close to universal; each taxpayer is notified of its wave about six months ahead. The wave thresholds, go-live dates and penalty scale come from e-invoicing trackers rather than ZATCA's own announcements — confirm the wave that applies to you on zatca.gov.sa.
