Patent Registration in Mexico
Mexican patent prosecution with the IMPI. Filing an application with annexes of up to 30 pages costs $4,550.00 before IVA (Art. 1a), which also covers the art. 38 services, plus $61.00 per additional page (Art. 1a bis). There is no separate flat examination fee: interactions arising from the examen de fondo — resubmitted documentation, completion of missing information, clarifications, voluntary amendments — are charged per review at $638.35 (Art. 13), and a two-month additional term is available under Art. 31 at $154.00 per month. Issuing the patent title costs $3,099.84 (Art. 1e) and, under Disposición Segunda, that payment also covers annuities from the filing date up to the calendar year before grant plus the grant year and the following four. The term is 20 years from filing, maintained by a graduated annuity schedule paid in advance by quinquennia within the anniversary month of the filing date. Entering the national phase from a PCT application costs $3,147.00 under Chapter I (Art. 1b, up to 30 pages) or $1,500.00 under Chapter II (Art. 1c). Independent inventors who are natural persons, micro and small industry, and public and private higher-education and public-sector research institutions get a 50% reduction on most patent tariffs on production of a supporting document (Disposición Cuarta). Utility models (modelos de utilidad) are a cheaper, faster alternative with their own fees (Art. 9 filing $2,000.00; título Art. 9d $661.79).

Not fully verified from the statute: the IMPI tariff obliges foreign persons and entities to pay the fees, and foreign applicants without a Mexican domicile in practice appoint a local representative. Whether a licensed local agent is strictly mandatory is in the Ley Federal de Protección a la Propiedad Industrial, which was not fetched during research.
