The fire-safety no-objection certificate required before the premises may be occupied in West Bengal. Governed by The West Bengal Fire Services Act, 1950 (West Bengal Act XVIII of 1950), section 2(hb) and section 11C, as amended from time to time; high-risk buildings specified by Notification No. 279/DS/FS/O/C-1/FIA-3/96 dated 8 July 2003. Applies where: High-risk building means a building above 14.5 metres in height (all high-rise buildings are high-risk), plus the nineteen notified categories: storage, handling, manufacture or processing of highly combustible, explosive, poisonous-fume-producing, corrosive or noxious materials; explosive dust; storage under pressure above 0.1 N/mm2 and exceeding 70 m3 of acetylene, ammonia, carbon dioxide, chlorine, hydrogen, methyl oxide, phosgene, sulphur dioxide, illuminating and natural gases; hazardous and highly flammable liquids and liquefiable gases including LPG and rocket propellant; hazardous substances other than liquids, including wood and cotton; manufacture of ammunition and fireworks; manufacture of artificial flowers and synthetic leather; a housing complex having more than eight dwelling units; underground structures including underground transit systems; power generation and distribution centres, transformer houses, industrial switch-gear rooms, major electrical installations and telephone exchanges; airport hangars and terminals, railway stations, car sheds and yards; hotels, restaurants, clubs with bar facilities, parlours with sauna-bath facilities, guest houses and dharmasalas; buildings of multi-purpose occupancy; public entertainment and public assembly; hospitals, nursing homes, sanatoria and laboratories; libraries, museums, archaeological and research centres; shopping complexes, markets, katras and shops selling fireworks. Establishments are further classified by operational area: Class A - building above 14.5 m in height or more than 5,000 cubic metres; Class B - high-risk building of minimum 7 m and maximum 14.5 m height with coverage 2,000 to 5,000 cubic metres; Class C - below 7 metres or below 2,000 cubic metres. Renewal: Both the Fire Licence and the Fire Safety Certificate are renewable, and are renewed from the same office where the application was received. The department runs separate e-services for 'Renewal of Fire License' and 'Renewal of Fire Safety Certificate'. The licence fee is described as an ANNUAL fee, but no explicit validity period in months or years is stated on any page rendered.
