Contract Labour (CLRA) Licence in Madhya Pradesh

Registration or licensing under the Contract Labour (Regulation and Abolition) Act for the State in Madhya Pradesh. Governed by The Contract Labour (Regulation and Abolition) Act, 1970 as amended in its application to Madhya Pradesh by the Madhya Pradesh Labour Laws (Amendment) Ordinance, 2020 (Notification No. 03/05/Navam/Pravartan//2020/30276-328, 26 August 2020), read with The Contract Labour (Regulation and Abolition) Madhya Pradesh Rules, 1973, rule 26. Applies where: Fifty or more workmen employed, or employed on any day of the preceding twelve months, as contract labour - for the establishment under section 1(4)(a) and for the contractor under section 1(4)(b). This is a Madhya Pradesh divergence from the central twenty. Renewal: The contractor licence is valid for the period of the contract for which the application is made (rule 27). Renewal is applied for in Form VII in triplicate not less than thirty days before expiry (rule 29), and if applied for in time the licence is deemed renewed until the renewed licence issues. The renewal fee equals the grant fee, BUT a late application attracts a fee 25 per cent in excess of the ordinary fee, which the Licensing Officer may reduce or remit for unavoidable circumstances beyond the contractors control. The authority does not publish a fee we could read at source, so the State fee is quoted per engagement and passed through at cost — we never substitute a plausible figure.
